Southeastern Pennsylvania Climate

PA Southeastern Piedmont regionSoutheastern Pennsylvania's climate differs from the rest of the state.  This it due in large part to the Appalachian Mountains that outline the region which most of us from that area are familiar. 

Appalaction Mountains, PA Southeastern Piedmont region in yellow circleSoutheastern Pennsylvania is part of the Piedmont region, lying at the foothills of the mountains, which is also a sub-region in the greater Mid-Atlantic region. The area is identified as a separate climate division called Pennsylvania Southeastern Piedmont by the NOAA.

This area, because of it's climate, has some of the best farmable land in the state, although it has been overtaken in some areas by development, especially as you get closer to Philadelphia. 

PA: Southeastern Piedmont Jet StreamThe Southeastern area weather is less severe than other parts of the state, with more sunshine and milder winters.  January average highs range in the 36 to 39 degrees, with lows in the 18 to 22 degrees. However, you can have spikes going into the 50's and 60's, depending on whether the air flow from the North is pushing down or being pushed back by air coming from the South up the East Coast (following the Appalachian Mountains).

PA Jet StreamSummers are warm and humid, with average highs in the 84 to 87 degrees and lows in the 62 to 67 degrees, however, on the hottest summer days, it can reach into the high 90's, even breaking 100 with high humidity.

Weather usually will either move up along the East Coast (following the Appalachian Mountains), veering off at the Southeastern Corner of Pennsylvania (warmer), or come down out of the North and cutting across the state from the west (colder).

The region enjoys 4 distinct seasons, about equal in length, each with it's own unique beauty, average weather and enjoyment.

Municipalities and Local Government Entities Explained

Seal of the Commonwealth State of PennsylvaniaThe State of Pennsylvania has established 5 main types of governing municipalities that are incorporated and recognized within it's counties: cities (several classes), boroughs, townships (several classes), towns and home rule charters. There are 2,567 municipalities in the state.

A "Village", often identified by a roadside sign, is unincorporated, and is merely an historical locale without distinct boundaries.

Home rule municipalities, a newer form of municipality first authorized in 1968, may still call themselves cities, boroughs and townships, but their government structural is different from that of a municipality following established state guidelines for a city, borough or township (or town).

Philadelphia County Year-to-Month Residential Sales Statistics

When looking at the year-to-month (using the most recently completed month of January) actual statistics by year for Philadelphia County (City of Philadelphia), the results by year, for residential homes on the market, sold, average price and days for sale before close is charted as follows:

This shows some interesting trends in the still high number of units going on sale (listed), despite the decreased demand, which eventually begins to push down the price and extend the average days on market, although at this point in time the average sold price is still increasing.

The current Philadelphia County inventory is 9372, with an average monthly Sold of 1195, yielding a backlog of 5 months to sell off the inventory at current rates of sale.

Pennsylvania Real Estate Agency Disclosure: Consumer Notice

One of the first requests that a consumer should expect to receive from a licensed real estate agent is a request to view and sign a Consumer Notice (called a Consumer Information Statement in NJ and DE).

Pennsylvania law requires that all agents present a Consumer Notice upon first contact with a real estate consumer.  The purpose is to inform and explain to the consumer about the different forms of agency relationship and what real estate office the agent is licensed under and representing.  The real estate codes/statutes are very clear about this requirement as it was established for the protection of the consumer.  Failure on the part of the agent to properly present and obtain confirmation of that presentation will put the agent and his agency in jeopardy of action by the state real estate commission with suspension or even loss of license.
 
While some consumers may be hesitant about signing anything, it is important to realize and be assured that it is not a contract and even says so on the form.  The agent is only doing what he is required to do by the state real estate commission.   (What you do and agree to after signing is what will determine the agency relationship you will have with the agent.)

Note: While PA requires furnishing a Consumer Notice upon first contact before any discussion of a consumer's motivation or financial situation is initiated, there are situations where that may not be possible.  If it is not possible to present a Consumer Notice in person, then the agent must explain verbally and then physically present the Statement/Notice for explanation and signature upon first in-person meeting, or in some cases include with first official correspondence if occuring long-distance.

Pennsylvania: Identity Theft Protection

The Pennsylvania state government is actively developing and implement laws to protect the local individual against identity threats.  Just as with the federal government, the state government is focusing on making it harder to illegally obtain identity information by requiring users and holders of identity information to maintain proper protection procedures.  Pennsylvania passed tougher laws which went into effect during 2006.   It is important that you become aware and more importantly, become compliant with the new information security requirements.

There are some basic general first steps that can be taken by an individual immediately upon discovering personal information or documents are stolen: "If someone has stolen your personal information or identification documents, you can do several things to prevent the misuse of that information if you act quickly. For financial account information, such as a credit card or bank account, close the accounts immediately. If you believe your Social Security number has been stolen, call the toll-free fraud number for any of the three major credit bureaus and place a fraud alert on your credit reports. If your driver's license or other identification documents are stolen, you can contact the issuing agency and follow their procedures to place fraud flags and to get replacements."  (Source: ISSA)

Chambers of Commerce in Southeastern Pennsylvania and Greater Philadelphia Areas

The Southeastern Pennsylvania / Greater Philadelphia area is a vibrant area for business and financial activity.  You find national, international and important regional headquarters for many of your Fortune 500 and Fortune 1000 companies as well as a strong and varied small business segment.

Greater Philadelphia Chamber of CommerceOne of the first steps any new business startup, or existing business wanting to expand or considering coming into a new area, should do is seek out the corresponding local and regional Chambers of Commerce organizations.  It is a great way to network, which is what establishing and growing a business is all about, and they provide a wealth of information and resources for promoting your business to other members and consumers, establishing contacts with service providers who can help your business, raising funds, expanding your markets and supporting you in dealing with government agencies, local municipalities, legislative and regulative issues. 
 
(While this is focusing on the Southeast PA / Philadelphia Delaware Valley Region, there are links below to help you find National, state and local Chambers of Commerce, Convention Centers, Visitor Bureaus and Tourist Boards in the United States providing  U.S. business, relocation, visitor and tourist attraction information.)
 
Suggestion:  Take advantage of the extensive on-line services they provide, but also it's important for you to establish face-to-face connections with other business players in the area with and among whom you will be conducting your business.  Plan on first attending, then participating, weekly and monthly networking meetings, seminars and trade shows.  Get involved and show support for the organization and it's members.  If your situation involves developing a new business or location, you will probably feel swamped with the demands on your time, but you need to prioritize and set aside time slots for business-to-business exposure and  networking.  This is also a way to meet potential partners and customers of your products and services, or at least make them aware so they can refer customers to you. 
 
Tips: If you've never been to a meeting, contact the office of the local chamber by phone, introduce yourself and get details on meeting times and any costs.  You might want to ask about dress code for the meetings you plan on attending, though you can usually never go wrong with formal business attire.  Then set up your schedule so it has time set aside to attend the meetings on a regular basis. Get connected and involved -- they are your advocacy group.   When you do attend, make sure you have a 20-30 second "elevator speech" summarizing your business -- that you've practiced giving out loud until you are comfortable giving it.   Oh, and make sure you bring plenty of business cards to hand out and they include your email address and a link to your business web site.
