When looking at the year-to-month actual statistics (using the most recently completed month of March vs. January) for Chester County, the results for residential homes on the market, sold, average price and days for sale before close is charted as follows:

This shows that while the trend is still downward, it is slowing and hopefully will soon start to level and even reverse direction.

The current inventory is 3925, with an average monthly Sold of 428, yielding a backlog of 9 months to sell off the inventory at current rates of sale.

This shows that the overall trend is mixed and approaching a bottom -- in some categories showing some improvement so that eventually it will be tending back upward.

The current Philadelphia County inventory is 9657, with an average monthly Sold of 1149, yielding a backlog of 8 months to sell off the inventory at current rates of sale.

HUD statement regarding Philadelphia Housing Authority:

"We are pleased that the Court upheld HUD's decision not to give special treatment to the [Philadelphia Housing Authority (PHA)]. The PHA did not show any irreparable or immediate injury if it's [Moving to Work (MTW)] Agreement, which expires today [3/31], were not renewed. The Court correctly found that if the PHA continues to demand a new contract on its terms "any harm PHA suffers will be by its own hand, not HUD's." Thus, the solution to this problem lies with the PHA itself, and we continue to stand by, ready to assist them, as we always have." Source: HUD 2008-03-31
